NLHE - Wrong time to bluff missed draw

He open min raises preflop in mid position with 63s, two fold and I'm next to act. I should have reraised him here - he's indicating weakness, my raise would most likely isolated him, he would most likely call, and he would be out of position on the flop.

But instead I just call, and he check calls with his weak flush draw plus bottom pair. He calls again when board pairs my kings, and then when he misses his draw, he bets all in into my river boat - wrong time to bluff. But I would have called with far less given how the bet made no sense.
